Portland School Board To Consider New Gender Protections

The Portland School Board will consider a draft policy Tuesday night that affirms and protects transgender and gender expansive students in Portland schools. Gender expansive is an umbrella term used to describe people whose gender expression and identity goes beyond what are perceived as expected gender norms.

Specifically, the policy directs the district to strive to “foster a learning environment that is safe, affirming and free from discrimination, harassment and bullying for all students; and assist in the educational and social integration and development of transgender and gender expansive students.”

Polly Crozier, an attorney with the Massachusetts-based group GLBTQ Legal Advocates and Defenders says, if adopted, the Portland policy could serve as a model for other schools around the country.

“The student is going to be able to use the name and pronouns consistent with their gender identity. Students are going to be able to use restrooms, locker rooms and changing facilities corresponding to their gender identity. Schools are encouraged, if they have a dress code, to ensure that dress codes are gender neutral,” she says.

In addition, there’s also a section that calls for in-service training for school staff on an annual basis, which Crozier says is especially significant. She says the way the model policy was adopted with extensive input.

“It involved district administrators, staff, students, community members. We participated. Equality Maine participated. I think it was a really inclusive process. And so I think that not only is their policy a model but their process was a model as well,” she says.

The board is expected to vote on the policy after giving members of the public a chance to speak.
